Local Law 11, part of NYC’s Façade Inspection & Safety Program (FISP), requires routine exterior inspections of buildings taller than six stories. Every five years, a licensed architect or engineer must assess the façade’s condition. The goal is to prevent falling debris and protect public safety. Inspections categorize buildings as Safe, SWARMP (Safe with a Repair and Maintenance Program), or Unsafe. Non-compliance can result in hefty fines and emergency repair orders.
If a building is deemed Unsafe, protective measures like sidewalk sheds must be installed within 90 days. Property owners must file an amended report once repairs are completed. Each building is assigned a sub-cycle based on its block number for scheduled compliance. The city also conducts random inspections on 25% of eligible buildings. Staying on schedule helps owners avoid penalties and ensures safety for all New Yorkers.
